The Twelve Colonies of Man was an interplanetary state founded by refugees from Kobol. The state became defunct when its planets were scorched by the Cylon Alliance. The Twelve Colonies of Man were led by the Council of the Twelve, with the President taking supreme position. The individual representatives likely represented each of the twelve respective colonies, of which Caprica was one.
