President Mueller was a politician who served several decades before the Fall of the Twelve Colonies. Col. Saul Tigh had false memories of his grandfather being President Mueller's chief-of-staff.[1]

Due to the Miniseries pre-dating the Season 1 story-bible which established the United Colonies of Kobol as being founded during the Cylon War, President Mueller may in fact have been the President of an individual colony if not a wartime President.
