The Council of the Twelve, also known as the Quorum of Twelve, was the civilian government of the Twelve Colonies of Man. The Council consisted of twelve delegates, each representing one of the twelve colonies. One of the twelve delegates held the office of President.
History[]
What is known of the Council of the Twelve prior to the Battle of Cimtar is limited, though it is known Commander Adama was himself one of the council members. Whether or not it was routine for Warriors to take part in the government is uncertain due to the nature of the Thousand Yahren War. During the peace conference, the entire Council of the Twelve met on board Atlantia. Following the conclusion of their meeting, President Adar ordered Adama to return to Galatica in preparation for the peace treaty.[1] Atlantia was soon destroyed by a Cylon Raider force, killing all the members of the Council of Twelve save for Adama. As its new president, Adama oversaw the appointment of a new Council as he led refugee ships out to Earth.[1]
New delegation[]
Among the appointees were Sire Uri and Sire Anton. The first item of the agenda was the choosing of a destination to replenish the fleet's food supply, which they were unable to sufficiently stock up on due to Pluton radiation. In spite of Uri's motion to bead to Borallus, the council was swayed towards continuing to Carillon.[1]
The Council itself was opposed to military rule, and sought the eventual restoration to a peaceful structure separating the government and military. Among the agreements between Adama and the council was the preservation of a distinct police force upholding fleet security separate from Galactica's Warriors. During Count Iblis' visitation to the fleet, the Council debated on handing him power as its new president, but this was ultimately rejected. Following first contact with the Terrans, the Council attempted a second time to remove Adama from power, but this again failed after their abduction by Eastern Alliance soldiers.
