The Articles of Colonization was a treaty signed in the early years of the Cylon War. The treaty was signed by the governments of twelve independent planet-states within the Cyrannus star system. The Articles of Colonization defined the Twelve Worlds as colonies of Kobol, rather than colonies of each other.
Background[]
Prior to the Cylon War, human-occupied space was controlled by twelve planetary governments, dubbed the Twelve Worlds. These states were Aerilon, Aquaria, Canceron, Caprica, Gemenon, Leonis, Libris, Picon, Sagittaron, Scorpia, Tauron, and Virgon. Other populated worlds such as Hibernia and Troy were under the control of these twelve, and were not independent states.[1] The Twelve Worlds had for a millennium developed cultural and political divides, and warfare between the more powerful states such as Virgon and Leonis left an impact on poorer planets such as Sagittaron. Following the massive-scale Cylon uprisings on these twelve planets, a political and military unification was agreed upon to guarantee the survival of the human race.
